TV producers think that their new reality series, "Cops on the Beat" will be jam packed with excitement and danger. What they find, however, is that the tedium of the average L.A.P.D. patrol car doesn't make very good television. Lieutenant Rick Callahan, however, isn't about to let his shot at fame pass him by so he convinces a friend to release to small time crooks so that he can personally recapture them on tape.
