Man-of-action John Woodrow (Tommy Lee Thomas) makes a deal to get his father out of prison. He reluctantly agrees to be disguised as a prisoner and sent into a violent California prison to investigate the slaying of a senator's grandson. Woodrow finds the place is ruled by Officer Hopkins (Eric Roberts), a corrupt guard with a penchant for torture.
