"You have the right to remain silent . . . Forever!" This sequel to Maniac Cop pits Matt Cordell (Robert Z'dar), the crazed, murderous "Maniac Cop" of the first film (now horribly disfigured after a particularly brutal stay in prison), and Turkel (Leo Rossi), a serial killer who likes to murder strippers, against a frenzied NYPD detective, Sean McKinney (Robert Davi), who is just one step ahead of a nervous breakdown. His nerves don't get much relief when officers Jack Forrest (Bruce Campbell) and Teresa Mallory (Laurene Landon) insist that Cordell is still alive -- not only alive, but unkillable. Then Jack is murdered and the silent Maniac Cop breaks Turkel out of jail. With a group of rancid prisoners, they take police department psychologist Susan Riley (Claudia Christian) hostage. Three purloined video tapes create all sorts of problems for the two teens who stole them in this horror trilogy that was originally made for television. The excessive violence in this action thriller makes New York City look like the site of a civil war -- or rather, a nauseatingly uncivil war fought between factory workers allied with neighborhood citizens against their enemies: drug pushers and other low-lifes. At first the worker Eddie Merino (Robert Forster) refuses to join a vigilante movement, but when his wife is stabbed and his son killed by a Puerto Rican gang, Eddie eventually opts for his own right to kill. His decision is not allowed to come quickly, he is made to agonize a bit longer. When the gang leader (singer Willie Colón) who killed Eddie's son is caught and brought up for trial, he gets off with a suspended sentence because of a corrupt defense lawyer and an inept judge. Eddie attacks the judge in court and is sent to jail for contempt. When he gets out of jail, he becomes a vigilante, out to kill the guilty or those he sees as protecting the guilty in the death of his son. In this touching tale, an amiable retarded delivery boy from Brooklyn works to help support his mother. Meanwhile his older brother keeps him safe from local punks; this sometimes creates turmoil for him as he must maintain a strong exterior to mask his love. While delivering his groceries, the young man often fantasizes about being Superman and marrying the young woman who works in a neighboring bakery.
