A quaint small town that hasn't paid taxes since World War II draws the attention of an ambitious tax inspector in this comedy starring Billy Zane and Patrick Bergin. Putterton possesses all the charm of your typical small town without any of the irritations of modern city living: The crime rate is low, the cost of living is minimal, and everyone knows their neighbors by name. Everyone in Putterton is proud that their little corner of the world has retained its old world ambiance, but when beautiful tax inspector Caroline Deville comes to town the atmosphere quickly turns tense. No one in Putterton has paid a penny in taxes since 1945, and despite his best efforts there's nothing that George Putter (Zane) can do to bury this dirty little secret. Just as Deville begins auditing at will and the town teeters on the verge of bankruptcy, however, help arrives in the form of Consumer City President Vernon Fry (Bergion). Consumer City is a giant discount chain with stores all across the country, and Fry is willing to rescue Putterton from financial ruin if the residents will just allow him to open a store in their quiet little burg. The only problem with this solution is that the presence of a garish Consumer City store in town would most certainly detract from the old fashioned atmosphere that that has come to define Putterton. While George and Caroline may have their fair share of differences, the one thing they can both agree on is that Putterton shouldn't bow to Fry and his corporate Goliath. Perhaps if they could just find a way to work together, these two unlikely allies can ensure that Putterton doesn't become yet another indistinctive stretch of strip malls and fast food joints. ~ Jason Buchanan, Rovi

An obscure and offbeat novel by Andrew Neiderman comes to life as this strange, disturbing, but fairly compelling psychological thriller. The title refers to a life-sized medical dummy (the name is short for Pinocchio) through which strait-laced physician and would-be ventriloquist Doctor Linden (Terry O'Quinn) communicates with his children, Leon (David Hewlett) and Ursula (Cyndy Preston). Although Pin seems to have served a useful purpose by providing the emotionally distant Linden with a means of opening up to his family, the mannequin's importance gradually becomes a decidedly unhealthy influence for Leon, whose latent psychosis emerges fully after his father's death and compels him to "adopt" Pin as a member of the household. As Ursula, now a beautiful woman, begins to enjoy a relatively happy love life, Leon is consumed with jealousy and, goaded by the 'Pin' aspect of his personality, turns to murder as release. In its depiction of a psychotic who loses his will to an increasingly lifelike dummy, Pin is remarkably similar in theme to Richard Attenborough's Magic (which itself owed a debt to films like The Great Gabbo). Though it breaks no new ground in this respect, this quirky horror film does present an irresistibly eerie charm (thanks in large part to Hewlett's fine performance) and generates a decent amount of suspense, building to a chilling, if not entirely surprising, climax. ~ Cavett Binion, Rovi

Director Bob Clark would graduate from the Canadian Breaking Point to such films as Porky's and A Christmas Story, proving beyond a doubt that it is possible to overcome a bad start. Bo Svenson stars as a mild-mannered teacher--glasses and all. He witnesses a mob murder, whereupon he is put into a witness protection program by cop (Robert Culp). When mobsters show up to rub out Svenson, the authorities are helpless, so suddenly "Mr. Peepers" becomes "Rambo". ~ Hal Erickson, Rovi
