A man struggling to come to terms with the sins of his father makes the terrible discovery that his own son has fallen into a life of crime in a drama based on a true story. Vincent LaMarca (Robert DeNiro) is a dedicated and well-respected New York City police detective who has gone to great lengths to distance himself from his past; four decades earlier, Vincent's father Angelo killed a young child, and since then Vincent has carried emotional scars from this incident that he refuses to show to the world. Vincent lives alone in a small apartment building, though he has nurtured a close if tentative relationship with his downstairs neighbor, Michelle (Frances McDormand). One day, Vincent and his partner, Reg Duffy (George Dzundza), are assigned to investigate a murder when the body of a young man is found dead in a dumpster. It turns out the body was that of a drug dealer, and the dealer's partner in crime, Spyder (William Forsythe), believes the killer was one of his regular customers -- a junkie would-be musician who calls himself Snake (Brian Tarantina). "Barley" Scott Blair (Sean Connery) is an alcoholic book editor from a bargain-basement publishing house in Great Britain who'd rather be drinking in Lisbon than attending a book dealers' show in Russia. So he's surprised when a CIA agent (Mac McDonald) pulls him from his boozy holiday. It seems that the CIA has through a book show intermediary received a package from a Russian book editor named Katya (Michelle Pfeiffer) containing amazingly detailed notebooks written by a cynical Russian physicist named "Dante" (Klaus-Maria Brandauer). The notebooks show that Russia's nuclear threat is a joke: Russian rockets "suck instead of blow...and can't hit Nevada on a clear day," in the acerbic words of CIA Agent Russell Sheridan (Roy Scheider). But why is Dante sending the notebooks to Blair? How shall the Western world respond to what could be the end of the nuclear arms race? Blair gets drafted by a British Secret Service agent (James Fox) to go to the new Russia to meet Katya. McCall (Stepfanie Kramer) suspects foul play when her new friend, a pregnant ER nurse, dies in a car crash. The official report indicates that the woman had been drinking, but McCall refuses to accept this: even though the nurse had a history of alcoholism, she would never have mixed liquor with her morning-sickness medicine.
