In the first episode of Homicide: Life on the Street's two-part season six finale, Judge Gibbons, who presided over the Mahoney wrongful-death suit, is found murdered -- and before long, three cops are killed in drive-bys that may be related to Gibbons' death. The FBI joins the homicide unit to crack the case, with all evidence pointing back to the drug-dealing empire of Georgia Mae Mahoney, which is now self-destructing in a deadly turf war. Alfre Woodard reprises her St. Elsewhere role as Dr. Roxanne Turner in this episode of Homicide: Life on the Street. The homicide detectives are called in when a woman insists that her cancer-ridden brother was euthanized by Dr. Turner. In the interrogation room, Turner admits that she has frequently injected terminal patients with a lethal dose of morphine, leading to a variety of reactions from the detectives. Elsewhere, Stivers (Toni Lewis) and Falsone (Jon Seda) become personally involved in their investigation of a pizza-parlor holdup which resulted in the death of a schoolgirl. And, still hoping to spare the department from a multimillion dollar lawsuit, Kellerman (Reed Diamond) secretly tapes Judge Gibbons (Rick Warner) while they discuss Gibbons' ruling in the Luther Mahoney wrongful-death case. ~ Hal Erickson, All Movie Guide

This episode of Homicide: Life on the Street is the conclusion of "Charm City," a two-part story introduced on the TV series Law & Order. Baltimore homicide detectives Pembleton (Andre Braugher) and Bayliss (Kyle Secor) have gone to New York to investigate a subway bombing which may be linked to a similar case that occurred in their own city five years earlier. It soon becomes clear that their investigation is being thwarted by a widespread official coverup. Also involved in the case are three Law & Order regulars: detectives Rey Curtis (Benjamin Bratt) and Lennie Briscoe (Jerry Orbach), and ADA Claire Kincaid (Jill Hennessy). The entire Baltimore homicide squad quietly surrounds the apartment of a suspected serial killer, with all the detectives taking 24-hour stakeout shifts. Forced into closer proximity than usual with one another, the cops begin to unload their pent-up feelings and bare their souls. Howard (Melissa Leo) and Munch (Richard Belzer) follow the trail of clues to a fanatical devotee of Edgar Allan Poe (this is, after all, in Baltimore). When an aging convicted murderer is slated to be executed after 16 years on death row, the condemned man's daughter takes Col. Barnfather (Clayton LeBouef) hostage, demanding that her father's case be reopened. While Bolander (Ned Beatty) races against time to find any shred of evidence that might free the death-row prisoner, Giardello (Yaphet Kotto) and Russert (Isabella Hoffman) try to forget their differences long enough to defuse the hostage crisis. Depressed by the unsavory aspects of her most recent murder case, Kay Howard (Melissa Leo) takes a leave of absence and returns to her home town -- only to be promptly swept up into the investigation of a local environmentalist's death. Making things uncomfortably personal is the fact that Kay's former lover Chick (John Dossett) and her own brother Chris (Gareth Williams) are among the suspects. Back in Baltimore, Pembleton (Andre Braugher) and Felton (Daniel Baldwin) reluctantly team up to solve the murder that sent Kay packing, and Munch's (Richard Belzer) obstinacy puts another crimp in his purchase of the after-hours bar. Jim (James Garner) goes undercover at a tabloid rag, "The National Investigator", to find out if its reports have burglarized the private files of "Doctor to the Stars" Richard Hagens (Dallas Mitchell). When Hagens is murdered, the "Investigator" goes after Jim with both barrels, all but accusing him of the crime. But the solution of the case may rest with a mob boss (Gianni Russo) who has a compelling reason to keep his visits to Hagen a secret. Aiding Jim in his investigation--in a manner of speaking, that is--is gonzo attorney John Cooper (Bo Hopkins).
