A sheltered meter maid and her disturbed fellow parking enforcer discover that love can bloom even while working in a job that most folks despise in this unflinching look at modern love starring Samantha Morton and Jason Patric. Hypersensitive Claire (Morton) spends her days doling out parking tickets, and her nights caring for her ailing mother (Teri Garr). Jay (Patric) is a highly intelligent parking enforcement officer whose bitterness over squandered opportunities has grown to border on sociopathic. When this unlikely pair first begins to realize they may be headed for something more than friendship, guarded Claire tenuously dips her toes in to test the water as emotionally stunted Jay dives in headfirst. While Claire and Jay both possess a paralyzing fear of commitment, it's the hopelessly disparate way that both set about dealing with their mutual discomfort that shows just how excruciating love can truly be under the wrong circumstances. ~ Jason Buchanan, All Movie Guide

While vacationing in Mexico, Chip Rosetti, the son of a close friend of the mayor of San Francisco, dies in what appears to be a skydiving accident. Coroner Dr. Madero (Jorge Cervera Jr.) throws a spanner in the works by declaring that Chip wasn't killed by the fall: He was drowned! Despite his reluctance to travel in a country where "Don't Drink the Water" is a way of life, Monk (Tony Shalhoub) honors the mayor's request to investigate Chip's demise--and soon becomes a candidate for murder himself. Guest stars Tony Plana and David Norona are amusingly cast as a pair of local police officers who come off as precise Mexican equivalents of Monk's old friends Captain Stottlemeyer and Lieutenant Disher. ~ Hal Erickson, All Movie Guide
Patients brought into the ER include pugnacious retirement-community residents Walter (Tom Bosley) and Earl (Tom Poston), each of whom regards himself as God's gift to women. Elsewhere, Weaver (Laura Innes) and Legaspi (Elizabeth Mitchell) reconfirm their romantic relationship. Back at work, Greene (Anthony Edwards) is obviously having problems related to his brain-tumor operation. Corday (Alex Kingston) must overcome her crippling panic attacks in the operating room. Carter (Noah Wyle) admits his drug problems to his heroin-addict cousin Chase (Jonathan Scarfe). And Kovac's (Goran Visnjic) treatment of a patient working in an illegal sweatshop inadvertently leads to a case of arson. ~ Hal Erickson, All Movie Guide
