Air Force One has suffered an indirect hit and goes down "hard and fast" over the Nevada desert. While CTU is trying to determine whether or not President Keeler survived, Mike Novick (Jude Ciccolella, last seen in season two) advises Vice President Charles Logan (Gregory Itzin) to prepare to be sworn in as president. Keeler is found alive, but badly wounded. Buchanan (James Morrison), sensing hostility from Tony (Carlos Bernard), tells Tony that, much to his chagrin, his relationship with Michelle (Reiko Aylesworth) has always remained professional. Audrey (Kim Raver) explains that the "nuclear football" went down with the plane, and that Heller wants Jack (Kiefer Sutherland) to retrieve it. They also discuss Paul's unstable medical condition. While Jack flies out to the desert, a young couple on a camping trip, Jason (T.J. Thyne, the infamous Todd from Ghost World) and Kelly (Claudette Mink), find the football, and contact the police, who put them in touch with Jack. Jack tells them to wait for him to arrive, but when Jason notices headlights approaching in the distance, Jack realizes that someone else has the transponder frequency for the football, and has Jason and Kelly disable the transponder and escape to a location where he'll connect with them. Unfortunately, Marwan (Arnold Vosloo) gets there first, putting the couple in grave danger, and the country's entire nuclear arsenal at risk. ~ Josh Ralske, All Movie Guide

While the people of the Counter Terrorist Unit watched helplessly, Marwan's (Arnold Vosloo) nuclear missile was launched from somewhere in the Midwest, most likely headed toward a major city on one of the coasts, leaving CTU about three hours, coincidentally, to somehow stop it from reaching its target. Jack (Kiefer Sutherland) has no luck trying to engage the captured Marwan in some sort of negotiation. "I'm getting what I want," he tells Jack. Edgar (Louis Lombardi) notices that Marwan received a call from Richard Heller (Logan Marshall-Green), of all people, about a week ago, and Richard is brought in for questioning again. Tony (Carlos Bernard) ruefully notes of Jack and Audrey that while they seemed like a fun couple yesterday, Jack has since been responsible for her husband's death and now may have to torture her brother. Audrey begs Jack to let her talk to Richard for five minutes before Jack begins his hardball tactics. When Richard won't talk to her, Heller (William Devane) shows up, and gets the young man to acknowledge that an unsavory couple may have had access to his cell phone during the time in question. CTU manages to get an address for the couple, and Jack takes a team there. Before leaving with Jack, Tony has an emotional discussion with Michelle (Reiko Aylesworth) about their future together. At the apartment complex, CTU encounters a familiar and very dangerous foe. Meanwhile, somewhere deep under the White House, Logan (Gregory Itzin) and Palmer (Dennis Haysbert) engage in a political power struggle with Don Ashton (Denis Arndt), the overly ambitious Speaker of the House. ~ Josh Ralske, All Movie Guide

Prescott (Alan Dale) plans to detain Palmer (Dennis Haysbert) until after a press conference announcing that the air strikes have begun. Palmer is being held under guard, but he convinces Pierce (Glenn Morshower) to get him a secure line so he can contact Jack (Kiefer Sutherland). Chapelle (Paul Schulze) calls a meeting at CTU to announce that Palmer has been removed from office. Tony (Carlos Bernard) continues to annoy Chapelle by questioning why CTU is not interested in the evidence that Jack is gathering. Jack is surprised to find Sherry (Penny Johnson Jerald) looking for Alex (Rick D. Wasserman), the hacker. They find him, hiding in a wall of his ransacked apartment. Sherry tells Alex not to say anything to Jack. Held at gunpoint, Sherry admits that her voice is on some of the recordings Alex used to fake the Cypress tape, and that they were both working for Kingsley (Tobin Bell). She admits that she was trying to bring down her ex-husband's presidency. She offers to get Alex to cooperate with Jack, in exchange for immunity. Alex works on preparing another tape to demonstrate that his software can fabricate speech from brief voice samples. Jack calls Tony to have him send a chopper. But Chapelle tells him he's been reassigned, and can go home. Tony and Michelle (Reiko Aylesworth) conspire to take Chapelle out of commission so they can help Jack. Meanwhile, Kim (Elisha Cuthbert) is brought back to the Matheson's house so she can get her things, and has a final violent confrontation with Gary (Billy Burke). ~ Josh Ralske, All Movie Guide

As Jack (Kiefer Sutherland) and Ramon (Joaquim de Almeida) escape in the helicopter, Ryan Chappelle (Paul Schulze) returns to CTU, and contemplates shooting them down. He has to make a decision before the helicopter flies over a populated section of Los Angeles, and Chase (James Badge Dale) reminds him that he'd better clear it with Palmer (Dennis Haysbert) before killing the man who saved the president's life. Wayne (D.B. Woodside) gets word to Palmer during the debate, which Palmer decides to interrupt in order to deal with the crisis. He gives the order to shoot down the chopper, but it's too late. Once on the ground, Jack is able to contact Ramon's personal pilot, and make plans to get out of the country. Since Jack's work appears to be done, Ramon decides to kill him. Back at CTU, Kim (Elisha Cuthbert) realizes that Gael (Jesse Borrego) has been thwarting the team's efforts to contact Jack. Meanwhile, Kyle (Riley Smith) is brought in and examined by CTU's medical team, which makes a surprising discovery. ~ Josh Ralske, All Movie Guide
