The police chief has decided to shelve the seizure policy, and Monica (Glenn Close) goes to Aceveda (Benito Martinez) to try to work out a deal to save it. Vic (Michael Chiklis) and his team are staking out Tretiak (Michael Khmurov), the Russian mobster who allegedly ordered the two cops killed. They find out that he's getting shipments of C4 sent to a local warehouse, and make a bust. They try to scare one of Tretiak's underlings by wiring Tretiak to a load of explosives, but things go horribly awry. They do learn, however, that another man was with the two Nigerians when they murdered the cops. A sting involving Taylor (RonReaco Lee) nabs the third man, Jason Porter (La Monde Byrd), a college student who has no criminal record. His involvement becomes a bit more understandable when Vic learns that he's Antwon's (Anthony Anderson) stepbrother. Dutch (Jay Karnes) and Claudette (CCH Pounder) investigate a homicide involving Bumper (Faleolo Alailima), a disabled man. Joanna Faulks (Rebecca Pidgeon) returns to The Barn looking for Dutch. She's being harassed and threatened because her husband was the "Cuddler Rapist," and she asks Dutch to help her get a carry permit for her gun. Dutch angrily confronts Billings (David Marciano) about the pranks that are being played on him by his fellow officers. Aceveda gets a subpoena to testify in Juan Lozano's (Kurt Caceres) appeal. Juan threatens to testify that he sexually assaulted Aceveda if Aceveda doesn't find a way to spring him. Aceveda turns to an unlikely ally for help in resolving the matter. ~ Josh Ralske, All Movie Guide

Dina's been killed, and Jack (Kiefer Sutherland) is now genuinely Marwan's (Arnold Vosloo) prisoner. After some bickering with Jack, Marwan learns that the local police are looking into the disappearance of the murdered pilot's family, and comes up with a plan to distract CTU so they won't notice the report when they get it. He calls CTU and offers to exchange Jack for Behrooz (Jonathan Ahdout). CTU has no idea why Marwan would want Behrooz, so Tony (Carlos Bernard) tells Curtis (Roger R. Cross) to interrogate the boy and find out if he's withheld any information. Just as Marwan planned, the decision over whether or not to make the exchange, and the logistics of the exchange prevent Chloe (Mary Lynn Rajskub) and Edgar (Louis Lombardi) from noticing the pertinent information in the local police report until it is too late. Bill Buchanan (James Morrison) shows up from Division to oversee operations at CTU Los Angeles, and decides to go through with an exchange, putting a hidden tracking device on the distraught Behrooz in hopes of finding Marwan. Meanwhile, Anderson (Ned Vaughn) faces a setback in his efforts to steal a Stealth fighter. ~ Josh Ralske, All Movie Guide

Two murders, one in Brooklyn and one in Manhattan, have both apparently been committed by a mentally retarded person. The established rules of jurisdiction governing the two boroughs -- and heated arguments amongst the investigating detectives over interrogation techniques -- make it difficult to exchange evidence and expedite a prosecution. A frozen corpse, dressed in a tuxedo, is found in a dumpster. It soon develops that the dead man was killed five years earlier, and that he was a prominent Broadway producer. The detectives and the DA's office move quickly to prosecute the most likely suspect, the victim's hated show-biz rival.
