After several deaths have occurred during routine surgical procedures, Quincy (Jack Klugman) begins an investigation of eminent surgeon Dr. Stanley Royce (Jose Ferrer), who had allegedly performed the fatal operations. It isn't that Royce has lost his touch--it's simply that he is signing off on surgeries in which he had no part. Confirming that Royce has been using less qualified resident surgeons as "ghosts" for operations which he was scheduled to perform himself, Quincy mounts a campaign to charge Royce with medical manslaughter. ~ Hal Erickson, All Movie Guide

If only Jim hadn't agreed to cast a proxy vote for "Propostiion 46D", which will determined whether or not gambling will be legalized in Parama. Also enmshed in the intrigue is snoopy journalist Carrie Osgood (Sandra Kerns) and a shady Las Vegas entrepreneur named Belding (Joseph Sirola). Rocky (Noah Beery Jr.) is not the only person in the trailer park who is annoyed by his new neighbors Nodzak (Luke Andreas) and Conigliaro (Greg Antonacci), who not only throw wild and noisy parties every night, but threaten to beat up anyone who complains. Jim (James Garner) takes it upon himself to confront the two troublemakers, only to end up being charged with murder. With his new attorney (Sorrell Booke) too busy to devote his full time to Jim's plight, the detective places his fate in the hands of the estimable John Cooper (Bob Hopkins in his first series appearance), a disbarred lawyer-turned-legal researcher. Unexpected complications ensue, involving the sister of a notorious mobster. . .not to mention another murder which is still in the planning stages. Unable to convince the Feds that he isn't who they think he is, Jim ends up being dispatched to South America, there to help a wide-eyed heiress (Dorrie Kavanaugh) whose villainous husband (Don Chastain) is using her family's good name to engineer a swindle.
