National Guard units from around the country are sent out to fight what quickly becomes a doomed war against nature. After massive floods in the 1930s, the federal government directed the Army Corp of Engineers to take on the task of taming the Mississippi. They built levees and dams to control the waters. Many of these same levees broke under the rising Mississippi in 1993, flooding thousands of acres of land and residences.
