A crew of documentary filmmakers exploring an abandoned prison which was shut down in the wake of a deadly riot discovers that sometimes the horrors of the past have a way of bleeding into the present. It was years ago when the inmates at Isla del Roca penitentiary rose up against the guards in a brutal display of violent rebellion, and now the condemned building sets as a silent reminder of archaic brutality. Upon learning of Ilsa del Roca's dark history, a group of ambitious documentary filmmakers determine that the penitentiary would make an ideal subject for the film that could serve as their calling card to greatness. Their plans for the film are quickly sidetracked, however, when the crew discovers that a band of desperate fugitives have taken up residence in the vast complex. While the criminals who currently call the prison home may be dangerous, the victims of the notorious riots who still haunt the cold concrete corridors of Ilsa del Roca are not only terrifying, but downright deadly. Dina (Shohreh Aghdashloo) and Behrooz (Jonathan Ahdout) successfully convince Navi (Nestor Serrano) that the teen has murdered his American girlfriend. But then the girl's mother (Phyllis Lyons) comes looking for her. Back at CTU, Chloe (Mary Lynn Rajskub) has been busted by Driscoll (Alberta Watson) for secretly helping Jack (Kiefer Sutherland). Driscoll decides not to press charges, but demands Chloe's resignation. On her way out, she tells Edgar (Louis Lombardi), "Good luck today. You're gonna need it." She's right, of course. Marianne (Aisha Tyler) knows that Edgar was secretly helping Chloe, and threatens to tell Driscoll unless Edgar bumps up her security clearance. Driscoll agrees to let Jack run the ground operation, and asks the local cops to back off of Kalil (Anil Kumar), but a couple of patrolmen get the message late, arousing Kalil's suspicion that he's being followed. Once CTU determines the location of the compound where Heller (William Devane) and Audrey (Kim Raver) are being held, President Keeler (Geoff Pierson) authorizes a preemptive laser-guided missile strike to destroy the facility before the terrorists can broadcast Heller's show trial. The marines are on their way, but they won't get to the compound in time, leaving Jack as the only hope for rescuing the two captives. Former Evening Shade costars Burt Reynolds and Charles Durning are reunited in this made-for-TV action thriller, the first entry in a three-picture deal between star-director Reynolds and the TNT cable network. Framed for murder after a botch stakeout, maverick cop Logan McQueen (Reynolds) escapes from maximum security and heads to Miami in search of the man who set him up. He is hotly pursued by the minions of a politically ambitious DA (Billy Dee Williams), who sees McQueen's capture as a stepping-stone to the governor's mansion. The film is so spectacularly violent that the cameo appearance by pro wrestler Rowdy Roddy Piper seems a model of decorum in comparison. And Durning?
