The Dark Man is a killer who opens the film by committing double murder. This is witnessed by young aspiring actress Molly Lester (Natasha Parry). The rest of the picture concerns Dark Man's efforts to put Molly out of the way. The plot is nothing new, though the settings--a provincial repertory theatre, a military rifle range--are rather novel. It is giving nothing away to reveal that the title character is portrayed by Maxwell Reed; Edward Underdown co-stars as the obligatory Scotland Yard representative, while future "Dr. Who" William Hartnell plays Underdown's superior. ~ Hal Erickson, All Movie Guide

The mudlark is Andrew Ray, an illiterate London street urchin of the mid-19th century. Having seen a picture of Queen Victoria on a coin, Ray determines to meet the Great Lady, and to that end he sneaks into Windsor Castle. Victoria (Irene Dunne in a padded costume) has sequestered herself in the castle since the death of her beloved Prince Albert, and has refused to make any public appearances, much to the consternation of Prime Minister Disraeli (Alec Guinness). When the boy breaks into the Queen's sanctorum, her courtiers are convinced he's part of an assassination plot. But Victoria is regenerated by the boy's natural good humor, and for the first time in a long time she emerges from mourning to see her loyal subjects again. The presence of Peter Lorre assured a modicum of American business for the British meller Double Confession. It all begins when the wife of Jim Medway (Derek Farr) turns up dead. Since the evidence points to murder, the embittered Medway does his best to pin the "killing" on his wife's lover, Charlie Durham (William Hartnell). But as Scotland Yard inspector Tenby (Naunton Wayne) finally proves, appearances are deceiving--if not downright fraudulent. Lorre's role is largely peripheral, but he does supply a few moments of genuine menace.
