Adding to the intrigue is the fact that the dead woman was the girlfriend of McCall's onetime partner Sgt. Riley Causland (Robert Firth), who seems to have gone out of his way to frame Hunter for the crime. Police Chief Rawlings (Chuck Conners) defends the town of Kokomo, Indiana from an invasion of Libyan terrorists in this grade "B" action feature. The villains attack a nuclear power plant and hold a high-school class hostage. Rawlings' negotiations are comically taken from Dog Day Afternoon as he tries to diffuse the volatile situation, and he trains the high-school students in guerilla warfare to battle the invaders. A thrilling car chase is one of the highlights of the film. Wealthy and powerful Roger Hennessy (Peter Haskell) insists upon calling all the shots as Hunter (Fred Dryer) and McCall (Stepfanie Kramer) investigate the kidnapping of Hennessy's young wife Laura (Katherine Moffat). Though Laura is returned unharmed once the ransom is paid, the case is far from closed: a witness who demanded a chunk of the ransom has turned up murdered. Going after the killer, the two detectives find that the trail of clues leads right back to Mr. and (especially) Mrs. Hennessy. This sharp drama is about the trials and tribulations of a young woman defeated by her past, yet tempted to overcome it through a meaningful relationship. Cassie (Rosanna Arquette) works as a waitress in a southwestern town. Not that long ago, she stabbed her lover (and the father of her baby) in public, and even though he recovered, she did not. The most immediate result of her action is that she gave away her baby, and the next, more severe result is that she lost all of her self-respect. Now she takes care of her mother and younger, offensive brother and also dallies on and off with her ex-lover -- who is married. Then Riley (Eric Roberts) comes into town for awhile with a theatrical troupe and he falls for Cassie.
