Brad Hammond (Randle Mell) arrives at CTU, and takes Tony (Carlos Bernard) into custody, charging him with treason. Jack (Kiefer Sutherland) has Saunders (Paul Blackthorne) in custody. Saunders tells him that the 11 other vials of the virus "are in the hands of true believers." He offers to call them off, if Palmer (Dennis Haysbert) will let him escape to North Africa. Jack has a different idea. He asks Jane Saunders (Alexandra Lydon) to try to convince her father to call off the attack. When her impassioned pleas fail to reach him, Jack brings Saunders to the Chandler Plaza Hotel, and threatens to send Jane inside, so she'll be infected with the virus. When Saunders sees that Jack's serious, he relents. He's taken back to CTU, where he helps them begin tracking down the vials, using GPS locator chips he's planted on each one. All the vials are accounted for except for the one in Los Angeles. When CTU finally gets a location on that vial, they realize that the terrorist who has it is on the subway. Palmer invites Sherry (Penny Johnson Jerald) to meet with him to discuss her blackmail scheme. In exchange for turning over the evidence of her involvement in Milliken's murder, she demands a prominent role in the president's administration...and in his life. Palmer is really just trying to keep Sherry busy while Wayne (D.B. Woodside) and Foxton (Mark Rolston) break into her house to look for the incriminating prescription bottle. They eventually find her, and Jack decides to bring her back to CTU. On the plane, they demand information from her. She eventually gives them the name of one of Amador's contacts, Alvers (Lothaire Bluteau), and a suspiciously complicated phone number. Sure enough, when Jack dials the number, Nina tells him that he's triggered a worm in CTU's computer system, and that in 30 minutes, terrorists will have access to their network. She says she'll deactivate it if their plane turns around and heads back to Mexico, but Jack refuses to give in to her demand, counting on Chloe (Mary Lynn Rajskub) and the crew at CTU to fix the problem. Chloe also has to deal with being interrogated about the baby. Faced with being turned over to the police, she tells Chappelle (Paul Schulze) who the father is. Meanwhile, in spite of Palmer's (Dennis Haysbert) pleas, Sherry (Penny Johnson Jerald) goes to visit Julia (Gina Torres) in the dead of night, to convince her to help her prove that Alan (Albert Hall) was responsible for Kevin Kelly's disappearance. Michelle (Reiko Aylesworth) has captured Alvers (Lothaire Bluteau), but despite Gael's (Jesse Borrego) best efforts, the virus has been dispersed in the Chandler Plaza Hotel. Michelle calls Tony (Carlos Bernard) to tell him the bad news, and he's horrified to realize that she's calling from inside the hotel. He tells her to leave immediately, but she refuses, understanding that she might already be infected. Chappelle (Paul Schulze) tells Michelle that she's to shoot to kill if anyone tries to leave. She gets the hotel security chief, Phillips (Doug Savant), to help her keep everyone inside and maintain order. Alvers, knowing he's going to die, tells Michelle he'll tell her everything he knows if she promises to kill him once he starts showing symptoms of the virus. There are 11 other vials in play, and the virus has been modified, as they soon discover when Gael starts showing symptoms within an hour of being exposed. One hotel employee, Margolis (J.D. Cullum), overhears Michelle and Gael talking, and tries to escape. When that fails, he sets off the fire alarm, bringing a crowd of hotel guests down to the lobby. The guests demand to know why they can't leave, and Michelle tells them there's a toxic substance in the air outside the building. This story falls apart when a few people in the lobby start to get nosebleeds, and a full-scale panic breaks out. Meanwhile, Palmer (Dennis Haysbert) reluctantly lies to the police to back up Sherry's (Penny Johnson Jerald) alibi. As the third-season finale of 24 begins, the subway station has been shut down, and agents are searching and photographing all the male passengers who fit the profile of the terrorist. At one point, Chase (James Badge Dale) tells Jack (Kiefer Sutherland) that he's decided to transfer out of field work in order to salvage his relationship with Kim (Elisha Cuthbert), rather than develop the kind of emotional detachment that Jack says is a requirement of the job. While Tony (Carlos Bernard) is trying to defend his efforts to save Michelle's (Reiko Aylesworth) life, Michelle has a tender moment with him, and convinces Hammond (Randle Mell) to let him run tactical on the operation to catch the terrorist carrying the last vial of the virus. Gael's widow, Theresa (Kamala Lopez-Dawson), is arriving at CTU to claim his belongings, while Saunders (Paul Blackthorne) is brought in to study the photos being transmitted from the subway station. Unfortunately, the grieving Theresa sees him, realizes who he is, and shoots him before he can identify Arthur Rabens (Salvator Xuereb). Rabens manages to escape from the station, leading Jack and Chase on a high-speed pursuit, which ends when Rabens abandons his car and runs into a middle school. Jack and Chase deal with terrified teachers and students in their frantic search for Rabens. Now Tony tries to cover his tracks, deleting the satellite imagery of the CTU team being moved. Chloe (Mary Lynn Rajskub) realizes that the video is missing, and suggests to Tony that Saunders might have someone helping him inside CTU. Tony has her work on tracing Saunders' last call to him. Tony and Saunders seem to be at a stalemate, because Tony has said he'll kill Jane (Alexandra Lydon) if anything happens to Michelle, but when Saunders finds out CTU is tracing his call, he orders Tony to put a stop to it, and he does. Jack (Kiefer Sutherland), who has just gotten back to L.A., overhears Tony shutting down the trace, and demands to know what's going on. Tony admits to screwing up, and tells Jack he'll resign once the crisis is over. Jack points out that Tony didn't just screw up; he lied to cover his "mistakes." Jack relieves him of duty, forcing Tony to take even more drastic action. Jack (Kiefer Sutherland) has been forced to kill Chappelle (Paul Schulze). Back at CTU, it's determined that Saunders (Paul Blackthorne) has a 19-year-old daughter to whom he's been sending money. She's a student at UC Santa Barbara. Knowing that Saunders probably has surveillance on her, Jack tells Tony (Carlos Bernard) that they'll have to do a "plain sight swap," replacing the girl with a double so Saunders won't know she's missing. The closest match they can come up with for Jane Saunders (Alexandra Lydon) is, sadly, Kim (Elisha Cuthbert). Tony gives Kim the assignment, despite Chloe's (Mary Lynn Rajskub) reservations. But when Jack gets back to CTU and finds out about it, he goes ballistic. Kim manages to convince him that it's her duty. Jack gives her a gun, just in case. They take a chopper to UCSB, where the switch is made in the ladies' room of the library where Jane works. Kim isn't enough of a physical match to fool anyone who gets too close, and that's just what happens, forcing Kim to use that gun. Palmer (Dennis Haysbert) meets with his Cabinet and tells them what's happened with the hotel, and informs them that he's had a CTU agent murdered to meet the terrorist's demand. Chappelle (Paul Schulze), in particular, is worried about covering himself, as she was their only lead, but then Chloe (Mary Lynn Rajskub) catches a financial transaction that eventually enables CTU to get a location for Amador (Greg Ellis). When an undercover officer on the scene is shot, Jack and Chase (James Badge Dale) barge into the club and capture Amador. Amador is too afraid of his client to talk, but he does mention that the man seems to know Jack. While Tony (Carlos Bernard) does some cross-referencing to come up with potential suspects, the team finds blueprints for the Chandler Plaza Hotel on Amador's laptop. Against Tony's wishes, Chappelle assigns Michelle (Reiko Aylesworth) to lead a squad, including Gael (Jesse Borrego), to the hotel. While hotel security attempts to lock things down, Tony orders Michelle to wait outside until the HAZMAT suits arrive, but when she discovers that Alvers (Lothaire Bluteau) is inside, she goes in after him, and her team follows. Meanwhile, Palmer (Dennis Haysbert) deals with the aftermath of Milliken's death. Palmer tells Jack (Kiefer Sutherland) the bad news, and then it's a race against the clock to find Saunders before the deadline for delivering Chappelle's body, at 7:00 a.m. Jack tells Tony (Carlos Bernard), who realizes that they need to change Chappelle's security clearance. Jack then takes Chappelle aside and tells him the shocking news. Since Chappelle has no past connection to Saunders, Jack realizes that the demand must be due to Chappelle's work on the money trail. He has Chappelle transfer those files to Chloe (Mary Lynn Rajskub), who finds an encrypted bank account. Chappelle tries to leave CTU, and when Jack stops him, he claims he was just going outside to smoke. As Chloe cracks the code and finds a Los Angeles address for Saunders, Jack takes Chappelle to the trainyard where his body is to be delivered, just in case the CTU team, led by Chase (James Badge Dale) and Tom Baker (Daniel Dae Kim), doesn't get to Saunders in time. Back at the Chandler Plaza Hotel, Michelle (Reiko Aylesworth) has an emotional phone conversation with Tony. She then offers the suicide capsules to the infected guests. Sherry (Penny Johnson Jerald) finds Kevin Kelly (Jack Kehler), whose daughter was killed by Alan (Albert Hall) in a hit-and-run accident. Kelly witnessed the crime, but was pressured by the police and bribed by Alan to keep quiet. Palmer (Dennis Haysbert) isn't certain whether or not to use the information, but it all becomes moot when Kelly vanishes. Sherry understandably suspects foul play, and calls on Julia (Gina Torres) to help her prove that Alan was behind the disappearance. The sting operation is reaching its climax, but that doesn't stop Kim (Elisha Cuthbert) from going to Tony (Carlos Bernard) with her suspicion that Chloe (Mary Lynn Rajskub) is lying about the provenance of the baby she's brought to work. Tony essentially tells Kim to shut up and watch the baby, because they need to keep Chloe in place. Down in Mexico, Ramon (Joaquim de Almeida) finishes off his brother. Nina (Sarah Clarke) reiterates her belief that Jack (Kiefer Sutherland) is still working for CTU, but Ramon isn't listening. He warns her that his snipers will be trained on her as she completes the deal with Amador (Greg Ellis). Chase (James Badge Dale) is also watching, and waiting to signal the CTU team to move in. After Nina confirms the presence of the virus, and wires the money into Amador's account, Ramon decides to kill Jack, and Chase is forced to intercede. Hector (Vincent Laresca) learns of Claudia's sad fate, and calls his brother, urging him to call off the deal because Chase (James Badge Dale) got away. Ramon insists on going through with the deal. He's concerned about their reputation. The brothers' argument eventually ends in bloodshed. Chase stays in Mexico to be the forward observer for the Delta team, which is ready to move in once the virus changes hands. Back at CTU, Chloe (Mary Lynn Rajskub) gets Kim to watch the baby, but Kim proves an inept babysitter once again, and Chappelle(Paul Schulze) again considers sending Chloe home. Palmer (Dennis Haysbert) brings in Sherry (Penny Johnson Jerald) to help him in his "street fight" with Alan (Albert Hall), though Wayne (D.B. Woodside) disapproves. So Tony (Carlos Bernard) handles Nina, while Rae Plachecki (Jenette Goldstein) from the inspector general's office questions Jack about why he started using heroin long before he got in with the Salazars. Chappelle proposes fudging the timeline so his drug use looks more legitimate, and letting Jack get back to work, but Jack refuses to lie about his actions, or even justify them. "This office demands results," Jack tells them. "That's what I provide." Darren Richards (Butch Klein), an interrogation (torture?) specialist, is brought in to work on Nina, with disastrous results. Jack seems to be the only one at CTU who understands just how dangerous Nina is. Chase (James Badge Dale) learns that Kim found out that the baby is his. He asks Chloe (Mary Lynn Rajskub) how she took the news. "Gee, I don't know, Chase," Chloe tells him. "I think she's kinda pissed." Woodside) tells Tony (Carlos Bernard) that the president will not give in to the terrorist demand to free Ramon, but promises that CTU will have all the resources they need. Wayne tells David (Dennis Haysbert) that he might be able to get a copy of their opponent's playbook for that night's debate. David rejects the offer, but Wayne does it anyway, and later tells David that the opposition intends to use some new information about Anne (Wendy Crewson) against him. A lot of people are pissed off when Tony (Carlos Bernard) reveals that the terrorist threat and Jack's (Kiefer Sutherland) "rescue" of Ramon (Joaquim de Almeida) were all part of an elaborate sting operation. Jack left a video explaining his actions, which is played for Palmer (Dennis Haysbert). Jack is going undercover with the Salazar brothers again, in an effort to buy a deadly weaponized virus on the black market. Palmer leaves Tony in charge, and warns him that there will be serious consequences if Jack's plan doesn't work. Palmer's problems with Anne (Wendy Crewson) and Ted Packard (Conor O'Farrell) go away, albeit in unpleasant fashion, and Anne ends their relationship. Jack arrives at Hector's (Vincent Laresca) compound. Ramon still doesn't trust him, so Hector has to try to convince his brother to wait until they make the lucrative deal for the virus before they kill Jack, who's in contact with the dealer, Amador (Greg Ellis). When they get a moment alone, Claudia (Vanessa Ferlito) angrily confronts Jack about reneging on his promise to take her away when he busted Ramon. Lisa (Lili Taylor), meanwhile, escapes a toxic relationship of her own by walking out on Carol (Catherine O'Hara), her neurotic movie-exec boss. A frustrated Nate (Peter Krause) resigns himself to moving his young family back into his mother's home. Ruth (Frances Conroy) is overjoyed at Nate's return, although she's also busy enjoying the hijinks of Bettina (Kathy Bates), her straight-talking, shoplifting new insta-best friend. As for David (Michael C. Hall) and Keith (Mathew St. Patrick), they struggle to loosen up and enjoy a poolside vacation together. Fun is eventually had, although their return to the city soon destroys any easygoing momentum they've attained. Amidst such minutiae, the biggest drama occurs with this week's featured death: a young woman (Megan Austin Oberle) mowed down by a car as a direct result of a cruel prank played by friends.
