Paul (James Frain) comes out of surgery paralyzed from the waist down. Audrey (Kim Raver) goes to his bedside and tells him how brave he's been. Tony (Carlos Bernard) begins to suspect that Michelle (Reiko Aylesworth) has more than a professional relationship with Bill Buchanan (James Morrison). Keeler (Geoff Pierson), still flying on Air Force One, decides to land in Los Angeles in order to address the nation about the day's horrific events. He asks his son Kevin (Chris Olivero) for advice on what to say. Chloe (Mary Lynn Rajskub) has been pretty hard on Edgar (Louis Lombardi), but when she catches him making a critical mistake, she decides to cover for him. It turns out that the ever-resourceful Jack (Kiefer Sutherland) was able to short out some phone lines while he was being held captive by Marwan (Arnold Vosloo), and this enables CTU to locate the hideout. Unfortunately, Marwan notices the shorted phone lines before the assault team arrives, and manages to cover his tracks as he makes his escape. After the assault, Jack interrogates a dying terrorist, but only learns that the next attack will take place "within the hour." Jack does find a forged document linking Marwan to Anderson (Ned Vaughn). An FBI agent arrives at Anderson's apartment, only to be killed by Nicole (Dagmara Dominczyk), the woman who helped Anderson abduct the pilot. Nicole then poses as the agent as Jack and Agent Hart (Dean Cudworth) arrive to search the premises. She's searching for a hidden external hard drive containing critical evidence, and gets the CTU agents to help her look. Even though it got them a possible location for Marwan (Arnold Vosloo), Audrey (Kim Raver) warns Jack (Kiefer Sutherland) about the consequences of disobeying Logan (Gregory Itzin) by torturing Prado for information. "No one understands the consequences better than me," Jack tells her. Buchanan (James Morrison) tells Mike (Jude Ciccolella) what happened, and suggests he withhold the information from Logan, but Mike refuses. Logan is livid (and whiny) when he hears that a CTU agent undermined his authority, so he orders the Secret Service to arrest Jack. Mike logically suggests that he wait until after Marwan is apprehended, but Logan is adamant that the arrest be made immediately, if not sooner. So while Jack and Curtis (Roger R. Cross) close in on Marwan, who is recording a message to be played after the nuclear attack, the Secret Service arrive and compromise the mission. Meanwhile, Sabir (Kris Iyer), one of Marwan's techs, gets a call from his worried girlfriend, Nabilla (Lina Patel), who found a suspicious bookmark on his computer, and suspects his involvement with the recent terrorist activities. Another Marwan operative, Morrison (Keith Szarabajka), overhears Sabir's conversation and alerts Marwan, while Nabilla contacts the authorities. Chloe (Mary Lynn Rajskub) determines that the schematic Nabilla has found is of a microchip used to control the trigger on a nuclear warhead. Curtis (Roger R. Cross) and Driscoll (Alberta Watson) could both be in trouble over the whole Marianne (Aisha Tyler) debacle. They agree to cover each other with Division. Powell is dead, Marianne is unconscious, and the nuclear power plant at San Gabriel Island is on the verge of going critical. Edgar (Louis Lombardi) is concerned about his wheelchair-bound mother, who lives nearby and has no way to evacuate. While Behrooz (Jonathan Ahdout) goes to the local hospital, where his uncle, Naseem (Michael Benyaer), is a doctor, to try to get his mother some pain medication, Edgar is able to locate a cell phone that Powell called before he was shot, and that's how Jack and Tony are able to find Dina (Shohreh Aghdashloo), who is hiding out in a hotel room. Knowing Dina's weak spot, Jack tells Dina that Behrooz will get a full pardon and government protection if she leads them to the override device. She agrees, and calls Behrooz at the hospital to tell him to wait there for her and the CTU team. But Naseem, suspicious about Behrooz's request for meds, calls Navi (Nestor Serrano), who tells the doctor that Behrooz is on drugs, and to keep him at the hospital until Navi arrives. ~ Josh Ralske, All Movie Guide

While the people of the Counter Terrorist Unit watched helplessly, Marwan's (Arnold Vosloo) nuclear missile was launched from somewhere in the Midwest, most likely headed toward a major city on one of the coasts, leaving CTU about three hours, coincidentally, to somehow stop it from reaching its target. Jack (Kiefer Sutherland) has no luck trying to engage the captured Marwan in some sort of negotiation. "I'm getting what I want," he tells Jack. Edgar (Louis Lombardi) notices that Marwan received a call from Richard Heller (Logan Marshall-Green), of all people, about a week ago, and Richard is brought in for questioning again. Tony (Carlos Bernard) ruefully notes of Jack and Audrey that while they seemed like a fun couple yesterday, Jack has since been responsible for her husband's death and now may have to torture her brother. Audrey begs Jack to let her talk to Richard for five minutes before Jack begins his hardball tactics. When Richard won't talk to her, Heller (William Devane) shows up, and gets the young man to acknowledge that an unsavory couple may have had access to his cell phone during the time in question. CTU manages to get an address for the couple, and Jack takes a team there. Before leaving with Jack, Tony has an emotional discussion with Michelle (Reiko Aylesworth) about their future together. At the apartment complex, CTU encounters a familiar and very dangerous foe. There's a showdown at the hospital. Navi (Nestor Serrano) is holding Behrooz (Jonathan Ahdout) hostage. He's afraid to kill him because he thinks Dina (Shohreh Aghdashloo) will tell the authorities everything if he does. Meanwhile, Dina warns Jack (Kiefer Sutherland) that if he doesn't save Behrooz, she'll do nothing to help him find the override. Eventually it all ends with Behrooz in custody, at which point Dina admits that she doesn't actually know where the override is. She gives them an address where the family got their assignments, and Jack and Tony (Carlos Bernard) go to investigate. They find an underground bunker with some plans involving the kidnapping and the override. Sarah (Lana Parrilla), having worked out a deal for Driscoll (Alberta Watson) to compensate her for being wrongfully accused and tortured, notices that the CFO of the company that owns the building is none other than Paul Raines (James Frain), Audrey's (Kim Raver) husband. Jack asks Audrey to call Paul and find out where he is, so that Jack can pick him up for questioning. When Audrey learns that Paul is about to leave town, she agrees to meet with him to discuss getting back together. Meanwhile, Marianne (Aisha Tyler) tells Curtis (Roger R. Cross) that she can access a file in Powell's office with information that might lead them to the override. Curtis suspects that a trap awaits, but he agrees to take her there. Jack (Kiefer Sutherland) is forced to conduct a brutal interrogation of Paul (James Frain), with Audrey (Kim Raver) looking on. Paul pleads ignorance, explaining that he owns so much property and is involved with so many buildings that he can't keep it all straight. He eventually remembers that a man named "Harris Barnes" bought out the company that owned the building in question, and Jack soon learns that Barnes is the alias of one Habib Marwan (Arnold Vosloo). He heads to Marwan's office. Curtis (Roger R. Cross) has been captured, and is interrogated by a man named Forbes (Richard Marcus), who foolishly leaves his henchman to finish Curtis off. Marwan has taken control of the override himself, and is operating it from an office full of co-workers who have no idea what he's up to. When Jack finds out that Curtis, who took Marianne to the same building, isn't answering his phone, he knows to expect trouble. Tony interrogates Dina (Shohreh Aghdashloo), who eventually admits that all the terror cells reported to Marwan, but never had contact with each other. She also reveals that Marwan is controlling the override himself from the office building. While Driscoll (Alberta Watson) continues to deal with her unruly daughter, Maya (Angela Goethals), CTU teams converge on the office building to find Marwan and the override and stop the meltdowns. ~ Josh Ralske, All Movie Guide

Marwan (Arnold Vosloo) has escaped, and CTU discovers that he was working for McLennan-Forster, a big defense contractor, under an assumed name. Jack (Kiefer Sutherland) heads to their offices to find out more. When Paul (James Frain) finds out about the connection, he offers to go with Jack, because he installed the defense firm's security software. At the firm, McLennan (Bill Smitrovich) and his underlings Conlon (Tomas Arana) and Reiss (Albie Selznick) pretend to cooperate, while they're secretly working furiously to destroy their incriminating files before Jack and Paul can uncover them. Because of Paul's expertise at retrieving their data, the crooked businessmen decide to take more drastic measures before it's too late. While the company charges an electromagnetic pulse to destroy all their hardware, Jack investigates the electrical disturbance, leaving Paul to print out a critical encoded file before the device goes off. At CTU, Driscoll (Alberta Watson), shaken by her daughter's suicide, is forced to step down from command. Paul (James Frain) manages to print out the critical encoded document before the electromagnetic pulse goes off. The pulse has knocked out all power for eight square miles. McLennan-Forster thugs grab Paul and demand the document. He refuses to tell them where it is, and they beat him until Jack (Kiefer Sutherland) arrives to stop them. Paul retrieves the document and they leave the building, but the defense firm choppers in a team of mercenaries, and Conlon (Tomas Arana) leads them on a mission to find and eliminate Jack and Paul. While looting and chaos erupt all around them, the fleeing pair take refuge in a gun shop owned by two patriotic Arab-Americans, Naji (Amin Nazemzadeh) and Safa (Omid Abtahi), who agree to help them fend off the mercenaries. Back at CTU, Michelle (Reiko Aylesworth) has taken over. She relegates Tony (Carlos Bernard) to grunt work until Audrey (Kim Raver) points out that Tony has been courageous and effective throughout the day. Sara (Lana Parrilla) approaches Michelle, demanding the same compensation for being falsely accused that Driscoll had promised. Michelle refuses to give in to her demands, and when Sara pushes her case too far, Michelle has her escorted from the building. Tony, anticipating Jack's next move, tells Michelle to send a CTU assault team to McLennan-Forster's offices, but Michelle insists that the team wait on the perimeter of the EMP blast until Jack and Paul come out. Michelle's plan ends up costing valuable minutes when Jack starts a firefight with the mercenaries just a few blocks from McLennan-Forster. He calls CTU and offers to exchange Jack for Behrooz (Jonathan Ahdout). CTU has no idea why Marwan would want Behrooz, so Tony (Carlos Bernard) tells Curtis (Roger R. Cross) to interrogate the boy and find out if he's withheld any information. Just as Marwan planned, the decision over whether or not to make the exchange, and the logistics of the exchange prevent Chloe (Mary Lynn Rajskub) and Edgar (Louis Lombardi) from noticing the pertinent information in the local police report until it is too late. Bill Buchanan (James Morrison) shows up from Division to oversee operations at CTU Los Angeles, and decides to go through with an exchange, putting a hidden tracking device on the distraught Behrooz in hopes of finding Marwan. The central characters are two roommates, David and Candy. The cynical, witty David is a former television actor turned waiter, the lonely, dissatisfied Candy a book critic; the two were formerly lovers, before David proclaimed his homosexuality. Candy is also questioning her sexuality, having begun a lesbian affair after wondering if her failures with men indicates she might be happier with a woman; meanwhile, David is becoming acquainted with Kane, a handsome, young busboy of uncertain sexuality who idolizes the older David. The other members of the ensemble are also somehow connected to the roommates, through friendship or romance, including Benita, a young dominatrix and part-time psychic, and Bernie, a boastful but insecure young businessman.
