Despite the many bad reviews, this movie offers glimpses of NO that are enlightening and bring you into the movie. Cage does ok as he's torn between trying to be a great cop, while involved in seedy deals, planting evidence, etc, in order to bury the bad guys. Some real interesting plot switches that made this movie, for me, well worth watching. Graphic scenes, real people and the sights and sounds of NO make this watchable.

It's really sad that such a talented actor as Nicolas Cage is, has allowed himself to be used in such a bad film. I guess he just needs the money.
