Enemy agents Sava (Edward Mulhare), Karn (Diana Hyland) and Veltran (David Frankham) pool their efforts to kidnap prominent European statesman Anton Dieter (Anton Dieter). Their plan is to exchange Dieter for a Communist agent currently in Federal custody.
