Sheppard (Michael Michele) and Ballard (Callie Thorne) have trouble sustaining their objectivity as they investigate the death of a teenaged member of an all-girl street gang. Meanwhile, Billie Lou (Ellen McElduff) prevails upon her fiancé, Munch (Richard Belzer), to mediate in her neighbors' domestic disputes -- with devastating results.
