En route to a peace conference, the shuttle carrying Chakotay (Robert Beltran) and Seven of Nine (Jeri Ryan) is damaged, marooning them on a seemingly primitive planet populated by a backward, isolated race called the Ventu. It soon develops that a higher intelligence on the planet has deliberately cut off the Ventu with an energy barrier -- and the Voyager crew wants to learn the reason.
