Vidal Peterson guest stars as Rugal, an orphaned Cardassian boy who is rescued by DS9. Raised by the Bajorans, Rugal has been conditioned to hate all Cardassians. Even so, his own people demand that he be returned to his biological father (Robert Mandan), sparking a major diplomatic crisis involving Dr. Bashir, Garak, and Gul Dukat (Marc Alaimo).
