A government official tries to do the right thing as part of a bureaucracy that is rapidly becoming ineffective. The man becomes disillusioned when he realizes that he has given a job to an unscrupulous, dishonest man who is also accused of raping a 14-year-old girl. This is only one of many unethical acts in which he has been involved.
