Director Eduardo De Fillipo adapted the screenplay for Napoli Milionaria from his own stage play. De Fillipo also plays the leading role of Gennaro Jovine, a well-meaning Neapolitan streetcar conductor who always manages to get mixed up in other people's problems. Jovine and his conniving buddy Pasquale (Toto) manage to survive four different political regimes, always in and out of trouble (but mostly always in). Though comedic in tone, Napoli Milionaria does not treat the citizens of Naples too kindly, making one wonder about De Fillipo's true feelings about the city of his birth.
