This melodrama features Robert Frazer and Mildred Harris, whose status as Charles Chaplin's ex-wife had long ceased to add to any bankability she may have had. Lawrence Hallor (Frazer) is planning to build decent housing for the poor. Opposing him is John Hamilton (Charles Wellesley), who is concerned that Hallor's plan will ruin his investments. Hallor, meanwhile, has fallen in love with Hamilton's daughter, Alice (Harris). Hamilton succeeds in crushing Hallor's efforts, and things get even bleaker for the reform worker -- he is robbed and beaten by a cab driver. A street urchin, Shrimp (Don Marion), finds Hallor and takes him to a mission. Once again, Hallor makes efforts to get his building plans underway, this time under an assumed name. Hamilton decides to hire thugs to get this interloper, but Alice tells her father that whatever happens to Hallor will also happen to her. The panicked Hamilton dashes to stop the gangsters, but they have already wounded Shrimp. He ultimately sees the ugliness of his schemes, and lets Hallor's building go through.
