The success of First National's Harold Teen prompted Universal to cast gangly juvenile Arthur Lake as lead in Stop That Man. The Harold Lloyd-like plot casts Lake as Tommy O'Brien, the spindly younger brother of musclebound Irish cops Bill and Jim (Eddie Gribbon, Warner Richmond). To prove his worth, Tommy dons a policeman's uniform (though he's not a member of the force) and sets out to capture Slippery Dick Sylvaine (Walter McGrail). Instead, he inadvertently helps Sylvaine pull off a heist.
