During an investigation into racketeering, Jack learns that gangster Velvet (Barney Furey) is attempting to kidnap Betty in order to force her father (William Welsh) to pardon a relative on death row. With the law closing in on him, Velvet attempts to escape with Betty in a balloon but Jack rescues the girl in the proverbial nick of time. The villain, meanwhile, plunges to his death.
