John Garfieldesque leading man Robert Forster plays a cop in The Banker. The title character is above-suspicion financier Duncan Regehr, whom Forster suspects of being a serial killer of prostitutes. Such is the banker's power that Forster is threatened with unemployment, or death, or both if he acts upon his suspicions. The detective is forced to use the "give him enough rope" ploy-and nearly ends up with his own neck in the noose. Old favorites Richard Roundtree, Leif Garrett, Jeff Conaway, and E. J. In yet another futile effort by the higher-ups to keep Hunter (Fred Dryer) and McCall (Stepfanie Kramer) out of mischief, the two detectives are ordered to act as technical advisors for a TV cop show. Alas, mischief seems to follow our hero and heroine wherever they go--and sure enough, the star of the show turns up murdered, his face horribly disfigured. Colonel Matrix (Arnold Schwarzenegger) is retired and living peaceably with his 10-year-old daughter (Alyssa Milano) when she is kidnapped by the henchmen of an exiled Latin American dictator. The dictator's plan is to reinstate himself in power by eliminating the president of his country, using Matrix to kill him (or he will kill the kidnapped daughter). Matrix escapes from the plane that is supposed to be carrying him to his mission and then proceeds to go from one violent confrontation to the next as he hunts down the dictator and moves to rescue his daughter.
