This is an attempt to cash in on the disaster film cycle of the 70s. A major storm hits New York, the power goes out, and some pyschos escape a prison truck and decide to loot and terrorize the inhabitants of a residential building in the city instead of trying to escape. Dramatically there is just nothing going on here. There appears to have been some money thrown at this thing as several vehicles are destroyed, and there are fire effects. Keeping within the formula of these films, some big name Hollywood stars of another era have cameos: June Allyson, Jean Pierre Aumount, and Ray Milland. None has much to do and pretty much only play victim to the psychos. There are no characters in this film, only caricatures. If you're dying to see some shots of Greenwich Village in the mid-seventies, watch the first twenty minutes or so then turn it off. If you are a student of cheesy exploitation films of the era this may be right up your alley. All others beware.

I agree that the synopsis for this film was totally misleading. It was SO corny, SO full of bad acting, and SO rediculous that it bordered on being funny! I can't believe I sat through the whole thing.
