The SFPD homicide squad goes on the search for an elusive sniper who perversely uses the tenants in a new high-rise apartment for "target practice." As if this wasn't enough of a headache for Stone (Karl Malden), he must also deal with an obstreperous new police captain (Patrick O'Neal).
