An inner-city basketball game, held in memory of a slain teenager, ends in a gang-related bloodbath. As members of the media look on, the organizer of the event, activist Brother Kwasi (Tom Wright), exchanges heated words with Detective Andy Sipowicz (Dennis Franz). A bad situation is made worse when Andy lets slip a racial slur -- placing 15th Precinct commander Lt.
