It's a good movie from 1967 starring George C Scott and Michael Sarazin. I consider it a classic.

A rare look at George C. Scott's comedic side (an M.S.C.S.D.D. already!), Flim-Flam Man is hilarious not just for the stars but for the supporting cast. Look for MASH's Harry Morgan as a classic small town sheriff
