When Al (Ed O'Neill) starts building a doghouse for Lucky, next-door neighbor Marcy (Amanda Bearse) informs a building inspector (Ian Patrick Williams), who steadfastly refuses to issue Al a permit unless the little house is "up to code." With the help of daughter Kelly's rich boyfriend Carlos, Al labors day and night to construct the doghouse according to the rules--even unto adding a handicapped-parking slot!
